With horses, carriages, and automobiles all sharing the same roads in the late 1800s and early 1900s, the chaos on the streets needed to be regulated. To help solve the problems, governments began creating traffic laws, issuing driver's licenses, and registering cars. Which was the first U.S. state to issue license plates and what did they look like?
